A few years ago I saw what happens first hand when someone backs into one of those. A family in a Cavalier were backing up and didn't see the hitch and hit it with the bumper. Ripped the thing in half like a tuna can. The truck didn't even move.

It’s an adjustable receiver hitch. Adjustable so that the trailer can remain level when being towed by a lifted truck.
Common sight here in the South.

The only way one of these would fail is if the locking clip was left off the hitch pins. The pins are 1/4” stainless steel - thicker than the frame rails under the truck. Anything that would cause a pin to shear would destroy the rest of the truck at the same time.

Especially if you have trailers with multiple ride heights for the tongues.
However, what you normally see is some idiot attempting to tow a twin axle trailer on a lifted 3/4 ton with a 1” drop receiver, so you get a crap ton of rake.

That spot has a light pole at the end. A car could fit. But instead of this guy parking 2 spots down where he would fit, he decides to hang his hitch into the lane.

That’s the architect’s fault. They could have used edge lighting (also would have been better for light pollution on adjacent properties at night), but noooooo.
